GRAFENWOEHR, Germany – Leaders are not born. They are developed. And the US Army Sustainment Command has an incredibly successful collaborative training and leader development program that helps shape the CSA’s future force of Army leaders.
David Saenz is a living, breathing, walking and talking testimony to the success of ASC’s Journey to Leadership program.
The Chief of Plans and Operations of the Bavarian Army’s 405th Field Support Brigade Logistics Readiness Center recently graduated JTL Level III in Washington, D.C., along with 12 other personnel from the CSAs around the world. CSA Executive Director and Deputy Commanding General Matthew Sannito was the guest of honor at their graduation.
The JLT program is designed to prepare high-potential future leaders for key positions through mission overviews, leadership connections, coaching, and networking. The program has three levels. These are Level I for entry-level employees (GS9-11), Level II for intermediate and journeyman levels (GS11-13), and Level III for supervisors and managers (GS13-15). The JTL program was created by ASC to select and develop high potential individuals ready to take on future leadership positions.
Saenz, a retired CWO 4 Blackhawk pilot, competed in Tier II in 2015-16 while assigned to the 407th AFSB’s LRC Fort Carson, Colorado. When he got the call from the ASC to follow Level III, he immediately began setting up a flight path to success. Saenz spoke with his supervisor and received clearance from the 405th AFSB to attend the next session.
The course began in August 2020 and included several weeks of programming and multiple opportunities to experience various leadership styles and methods, including a week-long trip to Washington, DC to complete the course.
During this past week, Saenz participated in collaborative discussions and a culminating class project, which was briefed by the CSA Deputy to the Commanding General. He and his fellow JTL III participants also had the opportunity to address two members of the US Congress.
The teaching program included university-level discussions on different aspects of the collaborative effort as well as written and oral communication skills. It also included a 360-degree self-assessment from the perspective of subordinates, peers and higher-level leaders, Saenz said.
“It kind of gave me an idea of what other people think of me as a leader,” Saenz said, “which gives me the opportunity to be able to improve some of my weaknesses and explore some of my strengths.”
The course included strategic thinking, higher levels of leadership, book reviews and long group discussions, Saenz said. The end state of the program is to develop senior managers who will bring back the skills they have learned and improved during the course and disseminate this information and ideas to their units and employees.
Saenz said he acquired “a lot of great tools to help me grow professionally and, more importantly, bring back to my organization.”
And his LRC Bavaria team is already on board. Four LRC Bavaria employees have completed the program – one local national employee completed Level I, two employees recently graduated from Level II and Saenz graduated from Level III on May 14. Another LRC Bavaria employee plans to take the next Level II course in the coming months. .
The 405th AFSB is assigned to CSA and under the operational control of the 21st Theater Sustainment Command, US Army Europe and Africa. The brigade is headquartered in Kaiserslautern, Germany, and provides material support to U.S. forces throughout Europe and Africa – providing theater support logistics; synchronize acquisition, logistics and technology; and leveraging the U.S. Army Materiel Command Materiel Enterprise to support joint forces.
